UMPQUA POOL PLAYERS ASSOCIATION

Team standings will be set on a win-loss basis. In the event of a tie, team points will be the determining factor. Team standings will be posted on our website (umpquavalleypoolplayers.org) on a weekly basis for anyone to access.
TEAMS:
A team will consist of 5 players for the Handicap 8-ball and 3 players for the 9-ball and Scratch 8-ball.Subs may be used when needed.   All players and subs must play on one team only. Players may switch teams ONE time during the season. Dues are required the first night of play along with your roster. NO EXCEPTIONS. Any player not paying their membership dues ($15.00) the first night of play will result in a forfeit of all scores for that spot. It will be treated as a vacant spot and scored accordingly. Also, any money not received for that week for nightly dues, ($5.00 for Scratch 8 and 9 Ball $6.00 for Handicap 8 Ball,) will result in a vacant score replacing the non-paying player.
Teams that have used more than 8 players during the course of the year will, after 75% of the season has been played, declare their team for the end of the year tournament – (5 regulars & 3 subs). These 8 will be the tournament players. You may still use other players to finish the season. (Handicap 8-ball only)
Team captains are responsible for their players’ behavior. If team captains cannot handle their players, the League Operator will be happy to settle any disputes.
If a team is short a player, the team is still required to pay the missing player’s fee for that night. ($5.00 for Scratch 8 and 9 Ball $6.00 for Handicap 8 Ball). You may not substitute one player for another after play has begun.
MEMBERSHIP FEES:
Sponsor fees will be $20.00 to be paid on the first night of play by each team. (Handicap 8-ball only)

1. Annual player’s fee is $15.00 for National membership to BCA. This must be paid the first night a player plays, along with your roster. This is a one time per year fee. The year runs from June first of one year thru May 31 of the following year. NO EXCEPTIONS. Any player not paying their membership dues the first night of play will result in a forfeit of all scores for that spot. It will be treated as a vacant spot and scored accordingly.  League funds will be used to pay the $10.00 dues to Regional’s for each paid member.
2. Weekly player fee is $5.00 per person per night for scratch 8 Ball and 9 Ball and $6.00 per person per night for Handicap 8 Ball. This must be paid to your team captain before play begins. The winning team will be responsible to mail both teams’ nightly fees to the league secretary using the envelopes provided in your packet. If the envelope is not postmarked within two days after the weekly night play, the result will be a loss of match for the winning team. (Deadline is Thursday, if you play Tuesday 9-ball, and Friday, if you play Wednesday 8-ball) If you are unable to get these in the mail on time you can hand deliver the weekly standings by the deadline to the League Secretary. Hand delivery will be FACE to FACE or at a league agreed to drop box. Delivery deadline must be met. Please call to make arrangements for hand delivery. Do not deliver to anyone other than the secretary or it will be a loss.
3. If a match is rescheduled, please notify the secretary within 24 hours so that no penalizing will take effect. (See Forfeits Section)

4. Use a check or money order- no cash. NO EXCEPTIONS!!!! 
EQUIPMENT:
Sponsors must have at least two tables per team to play in the league (for both 8-ball sessions) and one table per team for 9-ball.
Cue balls (and tables) must meet minimum/maximum standards according to BCA guidelines. Equipment must meet BCA standards. “Regulation” Cue balls will be provided to any establishment that does not have them. These are provided by the league and should be used for all league matches. In the event they are damaged or missing, the home team(s) will be responsible for their replacement as soon as possible. Cue ball specifications are: 5.5 to 6 oz. and 2.25” in diameter (with a plus or minus .005 tolerances)
SCORING:
Player winning the game receives 3 points plus 1 point for each of the opponent’s balls left on the table. Loser receives zero (Handicap 8-ball only). For 9-ball and Scratch 8-ball it is Win/Loss only - no points (see score sheets).
Both team captains will sign score sheets after the match is over. The score sheet must be mailed to the League Secretary, postmarked no later than the deadline date (See #3 under membership fees above), or hand delivered by the deadline.
A weekly match resulting in a tie of total points will be scored as ½ point for each team. (Handicap 8-ball only)
In the event of a tie in the end of the season tournament, the match will go to the team with the most wins during that match. (Handicap 8-ball only)

FORFEITS:
If a team does not show, they forfeit all games. The team forfeiting and the team present must still pay the nightly players’ fees. Any team that does not send in their weekly fees will forfeit all games. This applies to all matches, not just “no shows”. Score sheets turned in with no money is not considered a complete delivery and will result in a loss; consequently, if the money is not received that week, the result will be a forfeit and scored accordingly.  A $15.00 NSF charge will be added to every returned check.
Individual players forfeit each game he/she is not present for when his/her turn comes around. In order for handicap points to count at least three games must be played or all 5 games will be forfeit with no handicap counting.
At least 3 players (for Handicap 8-ball) must be present by forfeit time or the entire match is a forfeit. For 9-ball and Scratch 8-ball there must be 2 original team members.
Time of play is  7:30p.m. real time, not bar time.  Practice stops at 7:30 p.m. sharp - 8:00 p.m. is forfeit time. A team can fill out the score sheet and begin play if a player is late. Forfeit rules may apply. (See Forfeit Section)
FORFEIT SCORING:
Forfeit score for an absent player is a 0 and 5 points for the opposing player that is present. These 5 points will be included in the individual scores for the player present. The empty slot does not get handicap points and the missing $6.00 for the missing player must be paid. (Handicap 8-ball only) (See Forfeits Section)
A team that receives a forfeit gets 125 points for that night of play. The team that forfeits the match receives no points and a loss for the night. These 125 points will be added to the team total only – not to individual scores. (Handicap 8-ball only)
When a team wins by forfeit, or is the team forfeiting, the forfeit score goes in the record book but is not added into any individual averages. The score will be in the team total only; however, if a team shows to play but has a vacant spot or a late player, those individual scores will be included to figure averages and handicaps for the player(s) present.
In the event your score sheet is delivered or postmarked late, your team will receive a loss. However, the original losing team’s loss will stand. This differs from in the past, where the win/loss was reversed. From now on, both teams will get a loss when late deliveries occur.
POSTPONEMENTS:
The team captain requesting a postponement must notify the opposing team captain at least one day in advance. You must reschedule the match to be made up within one week at both teams’ convenience. If both teams cannot agree to a rescheduling the team not making the original match will be given the forfeit. If after rescheduling, one team fails to show up, the match is forfeited to the team present. The Secretary must be notified of any rescheduling.
In cases of emergencies, a match may be rescheduled without advance notice. In the event play is in progress when an emergency arises, play will resume at the end of the last completed game. Notify the Secretary as soon as possible if an emergency arises that results in a rescheduled match to avoid penalties being applied.  

PLAY:
Coaching is a ball in hand foul. Only the two players involved in a game may call a foul, however, a referee may be called to watch a specific shot. If a rule’s meaning is in question please refer to the BCA rules to settle the dispute. Coaching done by spectators is not considered a foul, but they should be asked not to give advice to the players during a game and they may be asked to leave the area.
A player may call a referee to watch a specific shot. The referee’s function is to decide the legality of a specific shot. He/she cannot coach a player before the shot is made. If either player asks for a referee, the referee’s decision is final and cannot be contested. If a referee is called, play must stop until he/she is in position to judge the shot. Failure to stop play results in loss of turn for the shooting player.
  
If a referee is needed, both players must agree to a specific person to referee a shot or the responsibility of referee will automatically default to the loser of the previous game shot. If a referee is necessary during the first two games of the match the referee will be the home team captain for game one and the visiting team captain for game two.

Home team breaks the first and third rounds. On the last round, the home team breaks the first, third and fifth games. (Handicap 8-ball only)
PROTESTS:
The team captains and/or sponsors if possible should work out any complaints or protests. The League Operator will handle protests as a last resort.
Only the team captains may file a protest. $25 will be required to file a protest & will be refunded only if the ruling is in favor of the protesting team.
PLAY-OFF & BANQUET: (Handicap 8-ball only)
The League Operator and players will establish the date, time, and place of the banquet. Anyone signing up for the banquet and not showing up will have the charges deducted from their teams point money. A note to the captain will designate which player’s portion is to be lessened by that amount.
All teams will be eligible to play in the year end tournament(s). The number of divisions will be determined each year.
All teams at the end of the handicap 8-ball season will be seeded in the play-off tournament, according to season standings.
Players must play at least 33% of the season or 8 weeks –whichever is less to have an established handicap in the play-offs
A player must play a minimum of 5 weeks to be eligible to play in the play-off tournament. If this is less than 33% of the season the player can play but will use a 0 for handicap.
The slow play rule may be enforced at the yearend tournament. If the time clock is used it will be applied to both players.

 

TROPHIES:
The League Operator (with input from team reps) will determine Divisional and Play-off trophies.
Players must play at least 2/3 of the season to be eligible for any individual average trophies. Players must play 33% of the season to be eligible for nightly individual awards. 9-ball and Scratch 8-ball will be given high win % and season champion trophies. Trophy expense will be paid for from whatever division trophies are for.
MONEY PAYBACK:
After league expenses are paid, 100% of the funds ($5) will be used for standings payouts and the remaining ($1) will be used for payouts for the end of the season tournament (Handicap 8-ball). The 9-ball and Scratch 8-ball will be 100% payout after expenses for those sessions. The amount of money paid back to teams will be determined on a percentile basis from the first to the last. Every team will receive money from the weekly play, regardless of placing.
Weekly play payouts will be set as soon as possible after it is known how many teams are signed up for each session
The payout for the end of the year tournament(s)will be  decided yearly.
Three Hundred dollars ($300.00) is to remain in the treasury to be used as startup costs of the next year’s league.
At the end of the season four hundred fifty dollars ($500.00) is to be paid to the league secretary for services rendered (Handicap 8-ball) and one hundred dollars ($100) for each is to be paid for both 9-ball and Scratch 8-ball.
All money paid back to teams will be given to the team captains for distribution to the team members. Checks will be issued within 2 weeks after all expenses have been incurred.
